Mid and South Essex NHS Foundation Trust (MSE the "Authority") is issuing this Selection Questionnaire ("SQ") to parties wishing to apply for admission to a Dynamic Purchasing System ("DPS") for Air Con HVAC and Associated Services providers.
Selection questionnaire (SQ)
  • The SQ is designed to evaluate the capacity, capability, experience and eligibility of potential Bidders (in particular testing financial and economic standing, technical or professional ability and any mandatory reasons by which a Bidders can be legally excluded from a procurement process) to provide the services which are the subject of this procurement process.  
The "Authority" MSE will evaluate the SQ responses and admit to the DPS all bidders (the "Bidders") who pass the SQ.
MSE has established this DPS as of June 2022
This DPS qualification will be available for use for all contracting Authorities in United Kingdom for the length of the contract term. 
Bidders wishing to qualify for this DPS can do so over the course of the Contract term to Qualify. Once Bidder has been qualified they will receive Notification from any contracting authority who decides to utilize the DPS for a specific ITT (Invitation to Tender)

    • 4 years (which means vendors can become qualified any time over the course of the contract term) for this DPS
  • This DPS covers the provision of maintenance and associated parts for Air Conditioning & Heating Systems.

    • 39715000 : Water heaters and heating for buildings; plumbing equipment
Dynamic Purchasing System (DPS) : general information
  • A dynamic purchasing system (otherwise referred to as a DPS) is a procedure available for contracts for works, services and goods that are commonly available in the marketplace.
  • A DPS is an electronic system which suppliers can join at any time throughout the period of the agreement.
Inclusion on the Dynamic Purchasing System DPS is a 2-stage process:
  • Stage 1: 
    • Suppliers complete selection questionnaire (SQ.) and all of the appropriate required documents. Then all suppliers who meet and pass the exclusion and section criteria in from the SQ are admitted to the DPS.
  • Stage 2: 
    • Buyers, or contracting authorities, invite all qualified suppliers on the DPS for a particular category) to compete and bid for a specific contract. Suppliers are not obliged to bid.
